2009 PMI Project Awards

PMI Project of the Year Award Recipient

Fluor Enterprises, Inc. and Newmont NevadaEnergy Investment, Ltd. for their Newmont TS Power Plant Project.

In July 2004, Newmont Nevada Energy Investment (NNEI) contracted with Fluor for the engineering, procurement, construction, and commissioning of a new 242 MW (gross output) coal‑fired power plant in a remote area of Nevada.

The turnkey execution of this power plant project presented a variety of challenges. The economic landscape in 2004 produced an unparalleled demand for technical resources, construction commodities and construction labor. The project location in northern Nevada was very remote. Newmont required that this facility incorporate state-of-the-art proven technologies to ensure a highly efficient and reliable facility that could be operated with a minimum staff and require low operating costs. This coal-fired power facility also represented one of the first in a new generation of coal-fired power plants after nearly a decade of very few new plants in the United States.

Despite the challenges, the project team created success in all project facets. Through a tireless risk management approach and high-performance teamwork the team executed 3 million work-hours without a lost-time accident. The team also implemented Hispanic workforce initiatives, process hazard reviews and was awarded the prestigious “Safe Partner Award” by the State of Nevada. Reliable power generation was completed on 16 April 2008, almost 10 weeks ahead of schedule. Full load was achieved only 27 days after First Fire on Coal. This accelerated schedule also assisted in exemplary cost savings results.

PMI Project of the Year Award Runners-up

Terminal 1 Arrivals and departures Concourse Refurbishment at Heathrow Airport, London, U.K. managed by British Airports Authority and Headland Project Management Ltd.

The project was launched in February 2006 and completed in March 2009. The team managed to refurbish the main terminal at Heathrow Airport in London, England—without shutting down access to the 20 million passengers that pass through every year.

The project was delivered 10 weeks ahead of schedule, which translated to US$20 million in savings 3 million work hours without a single lost-time accident.

The final project included BR£6.3 million of new scope and 30 additional weeks’ worth of work for one particular work area, but it was accomplished within the confines of the original budget and delivered only two days over schedule.

Planning and execution of Law Enforcement Services for 2008 Democratic National Convention (DNC), Denver, Colorado, USA, Project managed by Colorado State Patrol (CSP).

The project, which started in May 2007, provided 509 officers during the event—309 more than the original scope called for—while maintaining 120 troopers on the road for traffic safety.

With the eyes of the world on Denver, the project was delivered on time. And the team also stayed well within the US$1.6 million budget stipulated by the Democratic National Convention Committee, which would reimburse the CSP. By doing so, the agency ensured taxpayers weren’t stuck with the bill in the end.



PMI Distinguished Project Award

PMI Region 5 2008 Symposium,
a two-year project to organize and present the 2008 PMI Region 5 Symposium, “Striving for Excellence in Project Management” held 2-5 April 2008 at University of Maryland, USA, was led by the PMI Baltimore Chapter, Maryland, USA. The project was managed entirely through volunteer effort, primarily from this chapter. The event was sponsored and funded through a collaborative effort from PMI chapters throughout Region 5 (Mid-Atlantic North America).

The effort culminated in a successful four-day symposium that trained and educated more than 600 PMI members and nonmembers. The event featured over 100 volunteers managed by designated project managers from the PMI Baltimore Chapter, as well as over 60 expert presenters.

Freescale Semiconductor’s Advanced Intelligent Manufacturing (AIM) Final Manufacturing Organization (FMO) Project
was led by Freescale Semiconductor, a leading manufacturer of semiconductors for automobiles, computer networks, communications infrastructure, office buildings, factories, industrial equipment, tools, mobile phones, home appliances and consumer products.

The project involved equipment integration and performance optimization, data collection integrity and monitoring, deployment of a statistical process control system, and creation of quality systems to reduce scrap, control manufacturing processes, improve productivity, eliminate human errors and subsequently increase yield.

This project exhibited outstanding project management practices that included high degree of teamwork, communication and collaboration, despite diverse physical team locations and time zones in Malaysia, China and the United States.


Larsen & Toubro Limited (L&T),
for the Booster Compressor Platform Project (BCP-B2) located off the coast of Mumbai commissioned by Oil and Natural Gas Corporation (ONGC). The BCP-B2 project is an offshore natural gas compression platform located in the Bassein Gas field with contract value of USD 283 million and an aggressive schedule of 26 months. It is the seventh in a series of gas treatment and compression facilities delivered by L&T, providing oil companies worldwide with the capability for gas-flaring reduction, energy conservation and gas-reinjection projects. L&T demonstrated excellent project management skills by completing the project three days ahead of schedule with a 20 percent savings on budgeted cost. This project was designated as a model project for its excellence in teamwork, planning and effective project management skills deployed by L&T.

PMI Fellow Award


Iain Fraser, FPMINZ, PMP

Mr. Fraser served as PMI chair in 2006 and vice chair in 2005. He is a founding member of the PMI New Zealand Chapter, and is regularly invited to speak at business forums and conferences around the world.

James M. Gallagher, PMP
Mr. Gallagher is founder and president of Togra Associates, a project management consulting and training organization. He established the Center for Project Management at Wright State University in Dayton, Ohio, USA, and was an assistant professor in the management department, teaching project management and leadership courses.

An active member of PMI since 1987, Mr. Gallagher was a founding member and officer of the PMI Southwest Ohio Chapter and the founder of the PMI Aerospace and Defense Specific Interest Group. He served two consecutive terms on the PMI Board of Directors.

Lee R. Lambert, PMP
Mr. Lambert served as president of the PMI Central Ohio Chapter and was a member of the editorial review board for PM Network® magazine for over a decade. Mr. Lambert has authored two books and more than 30 professional articles and white papers. In a project management career spanning over 40 years, he has helped companies implement multiple enterprise project management processes and educated more than 40,000 professionals in 22 countries.

Deborah O’Bray
received the award for his sustained and significant contributions to PMI and the project management profession for over a decade. Ms. O’Bray is a founder and past president of the PMI Manitoba Chapter. She has served on the PMI Standards Committee and was a core team member for the 1996 edition of A Guide to the Project Management Body of Knowledge (PMBOK® Guide). Ms. O’Bray is the former chair of PMI’s Ethics Standards Review and Development Committees.

Ms. O’Bray joined the PMI Board of Directors in 1999 and was named PMI chair in 2003. Following her two terms on the PMI Board, she was appointed to the PMI Educational Foundation Board in 2006. Ms. O’Bray is currently employed with Investors Group Financial Services Incorporated where she leads the project management practice across an enterprise IS organization that spans six companies in Canada and Europe.

Karen Tate, MBA, PMP
Ms. Tate is president and founder of The Griffin Tate Group, Inc., a project management training and consulting company serving government agencies, Fortune 500 companies and privately held firms. Ms. Tate’s expertise lies in utilizing various learning styles to help students master the complexities of project management. She is the co-author of a number of popular project management titles.

Vijay Verma, MBA, PMP
Mr. Verma is an internationally acclaimed author, speaker and consultant, with expertise on people skills and managing cross-cultural teams. He authored a three-volume series on the Human Aspects of Project Management, which was published by PMI. He is a past recipient of the PMI David I. Cleland Project Management Literature Award and the PMI Distinguished Contribution Award.

Karen R.J. White MS, PMP
Ms. White was a senior director for PM Solutions. In April 2009, Ms. White made a decision to focus her energy, experience and knowledge on assisting not-for-profit organizations to more efficiently manage projects, ranging from fundraising efforts to technology improvements.

Ms. White has been an active member of PMI since 1993. She has been involved at local, national and global levels. As a member of the PMI Board of Directors, she was the catalyst behind the recognition that an update to PMI’s ethics standards and associated processes was needed to reflect the increasingly global nature of the organization.

As chair of the PMI Educational Foundation board of directors in 2008, Ms. White led the efforts to establish professional philanthropic management for the Foundation. She is the author of Agile Project Management: A Mandate for the 21st Century, published by the Center for Business Practices in 2009.



PMI Eric Jenett Project Management Excellence Award

Upendra Giri, recognized for his outstanding contribution to the project management profession through his leadership and initiative while advancing project management concepts, practices and theories. Mr. Giri is a founder and CEO of AstroWix Corporation. He has been instrumental in laying down the foundation for project management practices in India.

He is the founder and trustee of the PMI North India Chapter and a charter member of TiE (The Indus Entrepreneurs). He has served as a mentor for government bodies and public sector organizations, helping them select the right projects and create frameworks for project management implementation.

Peter Mello, SpS, PMP, is honored for his outstanding contributions to the practice of the project management profession and his demonstration of leadership and initiative while advancing project management concepts, techniques, practices and theories.

Mr. Mello is the chief information officer (CIO) at X25 Treinamento e Consultoria (X25). He is also a consultant in project and portfolio management, emphasizing risk and scheduling management with the application of Success Driven Project Management methodology. Mr. Mello develops restrictions-based scheduling and provides project management training and consulting services to governmental and industrial organizations in Brazil. He creates and provides software and materials to professional project managers. His free project management training course, GP2000/InteliMedia, has reached over 20,000 subscribers, including nearly 2,000 for “A Guide to the Project Management Body of Knowledge (PMBOK® Guide)—Fourth Edition”.



PMI Community Advancement Award


Individual Category

Tim M. Mattimoe, MBA, PMP

While working in Niger, West Africa, the poorest country in the world with one of the world’s lowest literacy rates (11percent), he used project management to help an indigenous nongovernmental organization (NGO) to train young illiterate adults in practical trades, secure financing and manage a school construction project. Mr. Mattimoe is the deputy country director for Samaritan’s Purse International Relief in Niger.



PMI Distinguished Contribution Award

Lung-Hung Roger Chou, MCT, EMBA, PgMP, received the award for his significant contribution to the advancement of the project management profession and PMI.

Mr. Chou is director of Advanced Business Consulting and president of the Institute of Taiwan Project Management (ITPM). He has been instrumental in the advancement of the project management profession in Taiwan. In the past four years his company has trained more than 3,000 PMP credential holders, boosting the number of qualified project managers in Taiwan to over 5,000 professionals. He was the first person to attain the Program Management Professional (PgMP)® credential in Asia.

Larry Goldsmith, MBA, CSM, PMP, received the award for his significant contribution to the advancement of the project management profession and PMI. Mr. Goldsmith is a senior project manager for Norman Technologies. He received the award for his work as the project manager for The Standard for Portfolio Management— Second Edition. He was also honored for his service to the PMI Chicagoland Chapter, Financial Services Specific Interest Group and various PMI standards teams. He currently serves as a member of PMI’s Virtual Community Advisory Group.

Timothy A. MacFadyen MBA, MPM, PMP, is a principal with Pariveda Solutions. He is honored for his work as the project manager for the release of the Organizational Project Management Maturity Model(OPM3®)—Second Edition standard. He was also recognized for his sustained contribution to improving the quality and product development process in the energy and automotive sectors.


Beth Ouellette, MBA, PMP, PgMP,
is president of The Ouellette Group, a project management training and consulting firm. Ms. Ouellette received the award for her work as the content integration analyst for the simultaneous production of updates to the PMBOK® Guide as well as the program, portfolio and OPM3 standards. She was also honored for her sustained contribution as leader on various PMI standards teams since 2005. Ms. Ouellette currently serves as the president of the PMI New York City Chapter.

Mark Paden, BEng, MAPM, MSP, is an advanced practitioner, Lean Six Sigma black belt, head of change, responsible for all business process improvement, acquisition integration, program and project delivery at Towry Law Financial Services Ltd., an independent wealth adviser in the United Kingdom. Mr. Paden received the award for his contribution to the profession and PMI as the leader of the knowledge areas international project team for The Standard for Program Management—Second Edition.


Frank R. Parth, MS, MBA, PMP,
president of Project Auditors LLC, served as a mentor for PMI specific interest groups, volunteer to member advisory groups and, most recently, as the project manager for The Standard for Program Management—Second Edition. His leadership was critical to successful completion of this project and ensuring that the standard was aligned with other PMI global standards.



Cynthia Snyder Stackpole, MBA, PMP,
project management consultant, instructor and author, received the award for her work as the project manager for the PMBOK®Guide—Fourth Edition and service on the Standards Member Advisory Group. She was also recognized for her previous contributions as chair of the Chapter Leadership Development and Excellence Committee and president of the PMI Orange County Chapter. Ms. Stackpole’s most recent book, A Project Manager’s Book of Forms, provides forms that are consistent with the PMBOK® Guide—Fourth Edition.

Doug Treasure, BAppSc (Comp), MMT, PMP, is vice president of the PMI Melbourne Chapter and Asia/ Pacific Portfolio Manager for Marsh & McLennan Companies, Inc. Mr. Treasure received the award for his service and excellence while serving as deputy project manager for The Standard for Program Management—Second Edition.


2009 PMI Research and Literature Awards

PMI Research Achievement Award

Jeffrey K. Pinto, Ph.D., the Andrew Morrow and Elizabeth Lee Black Chair in the Management of Technology at the Sam and Irene Black School of Business at Penn State, the Behrend College in Pennsylvania, USA. Dr. Pinto is the author or editor of 23 books and more than 120 scholarly papers that have appeared in a variety of academic and practitioner journals, books, conference proceedings, and technical reports.

Dr. Pinto’s work has been translated into nine languages. He is a frequent presenter at national and international conferences, and has served as a keynote speaker and a member of organizing committees for a number of international events, including three PMI research conferences. Dr. Pinto served as editor of the Project Management Journal® from 1990 to 1996. With more than 20 years of experience in the field of project management, Dr. Pinto is a two-time recipient of the PMI Distinguished Contribution Award (1997, 2001) for outstanding service to the project management profession.



PMI Project Management Journal® Paper of the Year Award

Ralf Müller, DBA, MBA, PMP; Tomas Blomquist, PhD; and Miia Maarit Martinsuo, D.Sc. (Tech.), received this award for the paper, “Project Portfolio Control and Portfolio Management Performance in Different Contexts” published in the Project Management Journal in 2008. The article investigates the nature and relationship of project portfolio control techniques and portfolio management performance. It explores how this relationship is moderated by situational idiosyncrasies of internal and external dynamics, industries, governance types and geographic location. This award was presented at the IRNOP IX (International Research Network on Organizing by Projects) conference in Berlin on 11 October 2009.



PMI David I. Cleland Project Management Literature Award

Kathleen B. Hass, PMP, for her book titled Managing Complex Projects: A New Model, published in 2008 by Management Concepts. The book offers an innovative approach of looking at projects as complex adaptive systems that are themselves part of even larger complex systems—the organization and the global economy. It explains stepby-step how to use the project complexity model to determine the approach needed to manage all aspects of a project based on the level of complexity involved.


2009 PMI Continuing Professional Education Awards

PMI Continuing Professional Education Provider of the Year Award

Individual/Business Provider Category

Cadence Management Corporation received this award for the development and implementation of “Project Management: A Master Course in the Multidisciplinary Approach of Planning and Implementing Projects.” This learning experience focuses on the skills that project managers, team members and business professionals need to deliver project results more effectively and with higher quality. In class, students apply the tools and techniques they learn to real projects. This facilitates the immediate application of their learning when returning to their work environment. Course materials are available in five languages—English, Japanese, Spanish, Dutch and Finnish.

Corporate/Government/Association Category

International Business Machines Corporation (IBM) was bestowed this award for its in-house project management training program. IBM invests in annual project management curriculum updates to ensure that the latest levels of professional project management practice, as seen both inside and outside the company, are taught. The IBM project management curriculum team regularly updates courses to reflect changes in IBM’s business environment, methods and business processes, and to maintain currency with the PMBOK® Guide. In addition to updating curriculum, IBM encourages project management practitioners to maintain professional qualifications through a variety of learning activities that include accessing the database of lessons learned from previous projects and a website with current information on best practices, methods, tools and profession-related announcements.


PMI Continuing Professional Education Product of the Year Award

Individual/Business Provider Category

Alpha Consultoria of Mexico City, Mexico, received this award for its “Seminar on Effective Project Management.” The seminar teaches participants to apply the processes described in the PMBOK® Guide in their specific environments. The training program is offered in Spanish and Portuguese.

Corporate/Government/Association Category

“Mayday, Mayday” workshop by EuroBank S.A.
The workshop simulates a shipwreck situation to introduce participants to the process of risk management in a practical way. The workshop aims to familiarize participants with frequent, unforeseeable changes in projects and to show them that a methodological approach allows them to generate better results. More than 100 Eurobank employees participated in this workshop in 2008.
