Atlanta, Georgia, USA – Project Management Institute (PMI®), the world’s leading membership association for the project management profession, announced the election of five directors to the PMI Board of Directors for three-year terms, beginning 1 January 2008. The 2008-2010 board was introduced at the PMI Annual Membership Meeting on 8 October 2007, in Atlanta.
Re-elected for a second term were:
- Frederick A. Arnold, PMP, PMI Fellow, of Beaver Falls, Pennsylvania, USA; vice president and general manager for Le, Arnold & Associates, LLC, an international management consulting and IT consulting services firm, and a project management subject matter expert for the U.S. Department of Homeland Security
- Yanping Chen, MD, PhD, PMP, of Washington, D.C., USA; president of the University of Management and Technology (UMT)
- Kathleen Romero, MBA, PMP, of Richmond, Virginia, USA; manager in Capital One’s enterprise portfolio office
Newly elected were:
- William Moylan, PhD, PMP, of Farmington Hills, Michigan, USA; professor of construction management at Eastern Michigan University

It is the duty of the PMI Board of Directors to carry out the purpose and objectives of the non-profit corporation. They are accountable to the membership and is solely responsible and accountable for strategic planning and the establishment of policy with respect to activities of the Project Management Institute. Additionally, they oversee the management, control and supervision of the business.
PMI is governed by a volunteer board of directors comprised of 15 elected directors-at-large serving three-year terms. Three directors, who are elected by others on the board each year, serve as PMI officers.

About PMI Board Members Elected to 2008-2010 Terms
Fred Arnold, PMP, PMI Fellow, has extensive proven leadership and management experience (25+ years) in project and program management and operations, with an emphasis on management of technology-driven services. He provides direct consulting support to clients’ executive and senior management and has established and managed the implementation of six project management offices. Recognized as a global leader in the project management profession, he applies comprehensive focus to development and implementation of owners’ management controls.
Mr. Arnold performs owner’s oversight of Big Four/global/national/specialty service firms to ensure satisfactory performance. Currently, he performs management consulting for CNSI, an international IT consulting services firm (U.S. $120+ million annual revenues and 1,400+ professionals), and provides project management subject matter expertise to the U.S. Department of Homeland Security. He held executive positions with iGATE, Phoenix Solutions Fred Arnold has extensive proven leadership and management experience (25+ years) in project and program management and operations, with an emphasis on management of technology-driven services. Dr. Yanping Chen, MD, PhD, PMP currently serves as president of the University of Management and Technology (UMT), an accredited university with more than 6,000 students. Prior to her service at UMT, she was CEO of the Yankee Clipper Group from 1992-1998.
DDr. Chen has been active in the project management arena. Prior to coming to the United States in 1987, she was director of planning for the Chinese manned space flight program (1983-1987). Her group established the groundwork for China’s launch of astronauts into space. From 1977-1983, she gained project management experience as a research scientist with the space program. She was the first Chinese citizen to achieve PMP® certification in 1993.
Dr. Chen has served as a PMI volunteer since the early 1990s. She was on the Certification Committee from 1991-1995. She was instrumental in introducing PMI and PMP certification into China throughout the 1990s, including translating A Guide to the Project Management Body of Knowledge (PMBOK® Guide) into Chinese. In 2001-2004, she served on the R.E.P. Advisory Group. Since 2005, she has been a PMI Director-at-Large. Currently, she serves as chair of the PMI Board Task Force on Board Future Profile and Board Leadership Continuity.
Dr. Chen also served as director of four Chinese professional scientific societies and achieved national awards in space medical research on eight occasions during 1980s. She was an International Fellow at the Smithsonian Institution (1991-1992). Over the years, she authored books and published more than 20 scientific articles. She has a PhD and MA from George Washington University and earned an MD in China.
William A. Moylan, PhD, PMP, is a professional project management practitioner specializing in consulting, training, educating, research, and providing expert witness testimony. Presently, Dr. Moylan is a tenured professor of construction management at Eastern Michigan University.
Dr. Moylan has extensive professional experience in all aspects of program and project management, including over 11 years with the Arabian American Oil Co, and since 1983 has been involved in implementing information technology. His project experiences include new product development, quality improvement, information systems, facility engineering and construction projects within the heavy construction, oil and gas production, petroleum, chemical processing, energy, academic, government, public service, automotive and manufacturing industries.
In 2005, he completed his PhD in organization and management with specialization in leadership from Capella University. He received his BS in construction engineering from Lawrence Technological University, and his Masters from the Massachusetts Institute of Technology, majoring in project management and minoring in international business. In 1991, he earned his PMP® certification.
Dr. Moylan is active in a variety of professional societies and civic activities including Project Management Institute, Engineering Society of Detroit, Habitat for Humanity, and Toastmasters International. An active member of PMI since 1983, Dr. Moylan is presently a board member of the PMI Educational Foundation. His other PMI leadership service includes certification, standards, Assembly of Specific Interest Group (SIG) Chairs, and as an officer of several chapters and SIGs. In 2000, PMI honored him with the Distinguished Contribution Award. In 2004, the PMI Educational Foundation awarded Dr. Moylan the PMI Fellows scholarship.
Beth Partleton, PMP, is currently the director of capital and risk management at the Miller Brewing Company in Milwaukee, Wisconsin, USA. She is responsible for portfolio management of capital projects at all Miller breweries in the United States, and project management of major capital projects. During her career with Miller, she also served as a senior project manager and as the functional manager of architectural and civil engineering.
Ms. Partleton has been involved in Project Management Institute since 1991. Most recently, she is completing her sixth year on the PMI Educational Foundation Board of Directors and served as chair in 2006. She also served three years on the board of directors for the Manufacturing Specific Interest Group (SIG).
She was the project manager for the 1997 Symposium in Chicago and received the PMI Distinguished Contribution Award in 1998. She has worked on various PMI committees, including the PMI Nominating Committee for two years and the Ethics Appeal Committee for one year. At the component level, she was a founder and charter member of the Milwaukee/Southeast Wisconsin Chapter and served as president in 2000.
Ms. Partleton has also served on non-profit boards, including four years with the Women’s Fund of Greater Milwaukee. She holds a Master of Project Management degree from Keller Graduate School of Management and a Master of Architecture from University of Wisconsin – Milwaukee. She is a registered architect in the State of Wisconsin and a certified Project Management Professional (PMP) since 1991.
Kathleen Romero, MBA, PMP, has 15 years of experience in the IT, finance, retail, health, government and nonprofit industries. As a manager in Capital One’s enterprise portfolio office, Ms. Romero currently provides consulting and training on project portfolio management and system development processes and tools. Annually, she leads strategic planning ensuring alignment with overall corporate strategy and with divisional PMOs. She has significant skill in implementing project, program and portfolio management and system development standards and tools, and managing large IT programs. Formerly, she had experience as a technical writer, online help developer and trainer.
A PMI member since 1999, Ms. Romero is in her third year on the PMI Board of Directors where she served on the Strategic Planning and Program Alignment and Performance Oversight Committees. In 2004 she assisted PMI Board External Relations and Volunteer Involvement Committee’s stakeholder outreach activities on the Leadership Development Excellence Subcommittee. She is a founding member and former chair of the Retail Special Interest Group (SIG). She is a member of the PMI Central Virginia Chapter, where she was president in 2003. Ms. Romero has lectured internationally on project management and strategic planning to undergraduate and graduate students and business professionals.
In addition to the Project Management Professional (PMP®) credential, Ms. Romero holds an MBA from the College of William and Mary, a Master’s degree in project management from George Washington University, a BS degree in psychology and BA degree in English from Virginia Commonwealth University, and a Spanish Language/Culture certificate from the University of Salamanca.
