christlege.jpg (20701 bytes)Mr. Gaylord E. (Gary) Christle was instrumental in the founding of the Performance Management Association (PMA) and encouraging it to expand its focus to make "earned value" management principles a cornerstone of project management. In this regard, he was the instigator of PMA’s eventual affiliation with the Project Management Institute as the PMI College of Performance Management. He also transformed the annual Cost/Schedule Control Systems Conference from a small, commercially sponsored event, to a robust, international event sponsored by practitioner associations (PMI/CPM, NDIA and SCEA) and focused on Integrated Program Management.

Mr. Christle was the Deputy Director for Acquisition Management, Office of the Undersecretary of Defense (Acquisition, Technology and Logistics). He was responsible for Department of Defense (DoD) Acquisition policy as embodied in the DoD 5000 series documents. This responsibility included the role of Defense Acquisition Board (DAB) Executive Secretary and establishment of Acquisition Program Baselines (APB). He was also responsible for policies regarding contractor's cost and schedule control systems [Earned Value Management Systems (EVMS)]. In addition, Mr. Christle was responsible for monitoring the cost, schedule and technical status of major weapons systems and providing related reports to the Congress, Office of Management and Budget, and General Accounting Office. This included administering the Defense Acquisition Executive Summary (DAES) and Selected Acquisition Report (SAR). He was also a member of the DoD Cost Analysis Improvement Group.

Prior to his position in Acquisition, Technology, and Logistics, Mr. Christle was a Budget Analyst with the DoD Comptroller, an Operations Research Analyst with the Cost Analysis Directorate, Comptroller of the Army, a Management Intern with the Office of the Chief of Staff of the Army, and a mechanical engineer with Honeywell. As a Lieutenant in the US Army Corps of Engineers he was a turbine engine test engineer with the Army Aeronautical Depot Maintenance Center, and served in Viet Nam as a Platoon Leader and Company Commander with the 23rd Infantry Division (AMERICAL).

Mr. Christle is a Distinguished Military Graduate of Northeastern University with a BS in mechanical engineering; he holds an MBA in finance from The George Washington University.
