Working in a project management office-- aspects to be considered when implementing the project management culture in a large government-owned company

Innovations in the telecommunications industry have driven companies operating in this industry to embrace project management as a means for generating competitive advantages through projects. This paper examines how Uruguay's National Administration of Telecommunications (ANTEL), a government-owned company, implemented a project management office (PMO) to organize its activities, increase the amount and variety of its projects, improve its project planning, allocate its resources, and incorporate--throughout the organization--project management best practices as a method for generating competitive advantages. It also describes the minimum amount of activities that are needed to implement a PMO and to establish an organization-wide cultural change. It then identifies the lessons ANTEL learned as a result of implementing its PMO.
