Work On A London Landmark Stirs Quiet Controversy

Rarely does quiet spark an outcry. But that's what happened in London, England when renovation of the Elizabeth Tower commenced last August. To protect the hearing and safety of construction workers, the project plan called for largely silencing Big Ben's 13-ton bell for four years.
