A claims analysis expert system

Construction contracting is a dispute prone activity. Because the time needed to acquire expert contract administration knowledge is extensive and the cost involved in hiring specialized contract administration experts is high, many parties enter contracts without the ability to assess the contract. This result can easily lead to simple misunderstandings that quickly and needlessly escalate into hostile disagreements. This article describes a study that captured contract administration knowledge and that used this information to create a knowledge-based expert system (KBES). It describes a published definition of KBES and the process used to create a contract claims legal analysis system. It also identifies the four variables influencing this system, the three limiting conditions of a KBES's knowledge requirements, and the four characteristics used to select one of sixteen different contractor entitlements.
