Previous articles in this series have described projection and evaluation models. This article focuses on the expert judgments that are inputs into the analysis model. There are three roles in the decision process: 1) Expert or assessor is the role of most professionals. They provide the judgments that go into an evaluation. 2) Evaluation analysts are primarily responsible for developing project models that generate outcome forecasts. 3) Decision makers review the forecasts and outcome values of various alternatives and make choices. Overlapping is common, as people often wear multiple hats.
