James Bay Hydroelectric Project, Quebec, Canada .

To realize Quebec's (Canada) La Grande hydroelectric complex, the project team--led by developer Société d'énergie de la baie James (SEBJ)--integrated many activities to accomplish what few thought could be done. This article profiles the project's first phase. In doing so, it discusses the organizational structure used to manage the project, identifies the project team, describes the project's economic impact and explains the infrastructure SEBJ built to develop the La Grande, infrastructure that included roads and airports, telecommunications systems, and worker camps and villages. It also describes the project's environmental protection policy. It then details SEBJ's effort to realize La Grande: it explains the site's features (climate, flora, and geology) and the development scheme used both to divert the La Grande Riviére and to build the retaining structures. It also discusses the operating capabilities of La Grande's three powerhouses. It concludes by describing the potential that phase II can realize.
