Partnership toward improvement
This article describes a total quality management (TQM) initiative underway within the Department of Defense involving numerous members of the military industrial complex. The Defense Logistics Agency's Process Oriented Contract Administration Services (PROCAS) initiative was developed to ensure product quality and quality improvements by prevention instead of through detection methods. PROCAS consists of the following process steps: 1) planning; 2) determining a teaming agreement format; 3) team planning; 4) process selection; 5) understanding the process, and charting the existing 'as is' configuration relative to the proposed 'to be' process; 6) selecting an appropriate metric; 7) measuring, analyzing, and managing the relevant data; 8) and finally, adjusting the management emphasis based on performance. Initial results indicate that this improvement model is helping partners align their individual resources in a cooperative and cost-effective manner.
