Is developing and implementing a formal project management practice necessary? This paper addresses this question by examining the strategy used when implementing a project management methodology in Uruguay's National Administration of Telecommunications (ANTEL), a government-owned company. In doing so, it analyzes ANTEL's organizational environment and operating constraints. It explains ANTEL's reasons for implementing project management and identifies project management's benefits and critical success factors. It then outlines ANTEL's strategy for implementing an organizational project management practice.
