A strategy for the gradual implementation of project management at a Brazilian ICT company: the SERPRO experience

An organization's success in implementing a project management practice depends on the integrity of it implementation plan. This paper examines a case study on implementing project management within a Brazilian government ICT company (SERPRO). In doing so, it describes SERPRO's strategic focus on implementing knowledge-maturing actions and establishing organizational project management concepts, techniques, and practices around the project management's three pillars: process, people, and technology. It also explains SERPRO's critical factors for managing executive sponsorship and creating a project management office (PMO). It then outlines its project management implementation plan, one structured into phases and informed by relevant methodologies, processes, and tools, one involving competence development, quality assessment, knowledge management, and continuous improvement.
