Traditionally project planning has focused on the techniques of planning and control rather than the process of planning as a whole. Timing of the project and guiding the project through its progress have been neglected in the literature. To this end, the main definitions and explanations of the planning process are listed, along with twelve factors that should be considered in the timing of planning. There is no one best way to plan a project, but an approach to project planning with a high level of consideration for uncertainties will go a long way to achieving success. The project planning process is divided into four major stages: project objectives - pre-initiation planning, conceptual planning - re-design planning, Design engineering - pre-execution planning, and execution - detailed construction planning. Research was conducted and the results are drawn out in a flowchart.
